Russian Consul Hongkong has reported to

Russian Ambassador hare action taken by Your Excellency's Government against Russian Volunteer Fleet steamers

"Indigirka" and "Tebolsk".

My Russian colleague points out that this action delays the realisation of the proposal to remove the

general administration of the Fleet from Vladivostock to Hongkong.

He begs me to ask Your Excellency for an

explanation.
